What we do

Division 240 represents the professional, scientific and technical employees of the New York State Insurance Fund in there terms and conditions of employment

We are the 3rd largest division in PEF with about 1750 members statewide. This is a State-wide division with offices at Albany, Buffalo, Binghamton, Melville, New York City, Rochester, Syracuse and Whiteplains.

Cost Benefit Legislation: Send your letter today!

RE: PEF Cost Benefit Legislation Delivered to the Governor Today

Are you tired of consultant contracts with state agencies? So am I. This is why I, once again, directed the PEF legislative Department to secure legislation passage in the Senate and Assembly A.5459 (Bronson) / S. 6048 (Breslin) that would require the cost effectiveness of “consultant services” in New York State agencies to be taken into consideration. The legislation directs state agencies to perform a cost comparison review and to develop business plans to evaluate the feasibility of entering into any qualifying contract. 

The PEF Cost-Benefit Analysis legislation is one of the most important bills that PEF has had pass the New York Legislature and we now have a 10 day deadline. Last year, this legislation was vetoed and I am asking each PEF member to contact the Governor today!

The PEF Cost-Benefit Analysis legislation that has been earnestly pursued for years has again been delivered to the Governor.  I know you are just as angry as I am watching New York State spend more than $2 billion per year on private consultants, when our PEF members can better accomplish the same professional work, while also saving taxpayers billions of dollars.We have ten days to help stop the use of expensive private consultants, will you help? Click here   

This year PEF members from across the State wrote letters, made phone calls and sent emails that supported the passage of A.5459 (Bronson) / S. 6048 (Breslin) by both the New York State Senate and Assembly. Together we got it through the legislature and together we shall impress upon the Governor, with thousands of letters, just how important it is for him to sign the PEF Cost-Benefit Analysis legislation into law in 2019.

Contact the Governor!   This much sought after item of PEF legislation, has been delivered to the Governor for Executive Action.  While the Governor is making his decision, we must use the same ten (10) day period to let him know how important this bill is to every member of PEF and the citizens of New York State.  

The cost-benefit legislation will, among other things, require state agencies, for contracts over $750,000, to conduct a cost/benefit study to determine if the current state workforce can do the sought after work for less before passing it off to expensive private consultants.  The bill directs state agencies to perform a cost comparison review and to develop business plans to evaluate the feasibility of entering into any qualifying contract.  Business plans will be submitted to, and reviewed by, the NYS Comptroller. PEF Division 240 wins before PERB for DCI on unilateral removal of State Cars!

By decision dated July 12, 2019 PERB ALJ Ellen Mitchell found in our favor that SIF’s unilateral removal of State Vehicles from the use of our DCI Investigators without bargaining constituted an improper practice and ordered SIF to return these vehicles to our DCI Investigators for their use.

SIF will be submitting an appeal, due 9/26/19. PERB decision:​ U-33126
